All contracts for lights for the City of Putnam shall be made by
the Common Council, and no light or gas company shall excavate in
or on any street or public ground for any pipes, wells, drains, poles
or traps without a permit from the Public Works Director, and all
streets or grounds excavated by any light or gas company shall be
replaced and repaired and the same left in as good shape as the company
found the same and to the full satisfaction of the Public Works Director
and the Common Council, and all such excavations shall be protected
with frames, horses, poles and lights as is provided for in other
street ordinances, and said company shall not cut any tree, shrub,
fence or injure any property of the City, or any of the private grounds
without the full consent of the Public Works Director, or the consent
of the parties owning the property, which they wish to cross or use
for the purpose of setting poles or running wires, and they shall
not use any buildings for their use, for running any wires or setting
any wire frames on any buildings without the full consent of the owners
of the building or buildings, and they shall comply with all other
ordinances of the City of Putnam when they do not conflict with the
company's charter rights.
All poles and posts set in any City street by any light or gas company
shall be kept painted in a uniform color, and all drip from any pipes
shall be carted away in a tight box or cask, and the same shall not
be pumped out on any street or public or private grounds.
All pipes laid in any streets or grounds of the City must be made
water- and gastight and so the same shall not cause any scent or smell
to come from any pipes or drips, and when such fault shall occur and
the same companies have been notified of the same by the Public Works
Director, they shall repair same inside of a week or pay to said City
a fine of not less than $25.
All light wiring, piping, meters, stop cocks and other gas work done
in any house or building shall be of the best of the several kinds
and all work of setting the same to be the best and any and all to
be approved of, satisfactory to any inspection ordered by the Common
Council.
Said companies shall not move any lights and light poles or set up
any new lights or poles without the consent of the Director of Public
Works and approval by the Common Council.
No telephone company shall set any poles in the City of Putnam without
the consent of the Public Works Director and the approval of the Common
Council.
All telephone poles set in the City shall be kept neatly painted
