Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
A.
Findings and purpose. The Municipality of Norristown finds that:
(1)
The parking of motor vehicles in alleys, as defined herein, in the Municipality of Norristown, creates a hazardous and dangerous condition to the health, welfare and morals of the citizens of the Municipality of Norristown.
(2)
The parking of motor vehicles in alleys in the Municipality of Norristown creates a hazardous and dangerous condition because fire trucks, fire auxiliary vehicles, emergency vehicles, snowplows, maintenance vehicles and other municipal and public service vehicles cannot travel through such alleys.
(3)
It is in the public's interest that parking be prohibited in such alleys because of the clear and present danger created when the vehicles described above cannot traverse such alleys.
B. ALLEY
Definitions. As used in this section, the following terms shall have the meanings indicated:
Includes all private and public alleys which are opened for the ingress and egress of the public and/or abutting property owners. This definition also includes dead-end alleys where the properties of abutting property owners are serviced by vehicular traffic by the dead-end alleys.
C.
Prohibition. Parking is hereby prohibited in all public or private alleys, as defined herein.

A.
General rule. No person shall park any commercial vehicle, as defined in Subsection C, below, upon any street, alley or highway within the physical boundaries of the Municipality of Norristown.
B.
Exceptions. The general rule established in Subsection A above shall not apply to:
(1)
Any Municipal or other governmental vehicle or emergency vehicles engaged in the performance of their official duties.
(2)
Public utility company vehicles engaged in any public utility work.
(3)
Any commercial vehicle actively engaged in making local deliveries or rendering service.
(4)
Any vehicle used for recreational purposes. Such vehicles shall be permitted to be parked for a period of time not to exceed 48 hours.
(5)
Any construction vehicle parking within an active work zone.
C.
Definition. The term "commercial vehicle," as used in this § 305-22, whether stationary or movable, shall be defined as follows:
(1)
Any truck, trailer, semitrailer, or vehicle in excess of 80 inches wide; and/or
(2)
Any truck, trailer, semitrailer, or vehicle in excess of 20 feet in length, alone or in combination with any other vehicle, trailer or attachment; and/or
(3)
Any truck, trailer, semitrailer, or vehicle in excess of eight feet in height; and/or
(4)
Any vehicle, regardless of size, that causes any visual obstruction that would create a hazard to the public safety and welfare.
(a)
In determining whether a vehicle causes a visual obstruction that would create a hazard to the public safety and welfare pursuant to Subsection C(4) above, relevant factors shall include, but not be limited to, the location of the vehicle in relation to an intersection, whether the vehicle is parked on an angle, and the type, size and location of the items stored, carried, fixed or attached to any portion of the exterior of the vehicle, which obstruct the view of emergency personnel from being able to see any property.
No person shall park a vehicle upon any of the streets or parts thereof described in this section, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

Loading zones are hereby designated by resolution. Said resolutions are available for inspection in the municipal offices.
A.
Authority to designate handicapped parking and severely disabled veteran parking areas. Upon recommendation of the Municipal Director of Public Safety, Municipal Council shall have the right to authorize various parking spaces on streets, roadways or highways as parking spaces reserved for vehicles which bear handicapped person parking license plates or severely disabled veteran license plats. The Director of Public Safety shall follow Commonwealth of Pennsylvania and Municipality of Norristown regulations in determining which parking spaces shall be designated for handicapped persons and disabled veterans parking.
B.
Parking prohibited. It shall be unlawful for any motor vehicle which does not have a valid handicapped parking license plate, handicapped placard or severely disabled veterans license plate to park in any area which is specifically reserved for handicapped person license plate vehicles or severely disabled veterans license plate vehicles.
C.
Parking restrictions for use only by authorized handicapped persons and disabled veterans with registration plates therefor is set by Municipal resolution. Said resolutions are available for inspection in the Municipal offices.
