A motor vehicle that conforms to the definition and requirements
for low-speed vehicles as adopted in the federal motor vehicle safety
standards for low-speeds vehicles under 49 CFR §§ 571.3
(b) and 571.500. LSV does not include a golf cart.
Standards.
LSVs shall be four-wheeled and have a maximum speed range of at least
20 miles per hour and not more than 25 miles per hour on a paved surface
and have a gross vehicle weight of less than 3,000 pounds.
Driver’s license and registration required. To use an LSV on City streets as set forth in Subsection D below, the individual must have a valid driver’s license. The owner must register the LSV in accordance with State of Wisconsin statutes and as required by state law.
Permitted
use of LSVs on City streets. A permitted user may operate an LSV on
a roadway that has a speed limit of 35 miles per hour or less and
that is located within the territorial boundaries of the City of Bayfield
(regardless of whether the City has jurisdiction over the roadway).
Headlamps must be on during operation. State law prohibits any person
from operating an LSV at a speed in excess of 25 miles per hour.
Enforcement.
Use of an LSV within the City limits which is contrary to or not in
compliance with this section shall be subject to the assessment of
a forfeiture for each violation, plus court costs as outlined in the
approved Municipal Court Bond Schedule. In addition, the operation
of an LSV within the City Limits in a manner contrary to City ordinance
or State law regulating the use of streets or highways by motor vehicles
shall be submitted to such sanctions as are provided.
