A Business Administrator, chosen solely on the basis of his
or her executive and administrative qualifications, with special reference
to actual experience in, or knowledge of, accepted practice in respect
to the duties hereunder, shall be appointed by the Mayor with the
advice and consent of the Council. The Administrator shall serve during
the term of office of the Mayor making such appointment and until
the appointment of a successor.
The Business Administrator shall be responsible for the functions
of the Department, through the Divisions set forth above, and shall
specifically have direct charge of the Division of Administration.
He shall supervise all other Divisions under the organization respectively
described hereinafter and promulgate rules and regulations for the
efficient management of each Division. In addition to such duties,
the Business Administrator shall have the following additional duties:
A. Attend
meetings of the Municipal Council and participate in discussions of
the Council.
B. Act
as purchasing agent for the Borough as described in N.J.S.A. 40A:11-1
et seq.
C. Serve
as Personnel Officer for the Borough.
D. Conduct
collective bargaining negotiations with employees and employees' representatives
under the supervision of the Mayor.
E. Perform
such other duties as may be required by the Mayor and exercise such
authority as may be delegated by the Mayor, in a manner consistent
with the form of government, local ordinance and law.
