A local Board of Health for the Borough of Hawthorne is hereby
created and established, which Board shall be composed of nine members
who shall be appointed by the Mayor, with the advice and consent of
the Municipal Council.

Members of the Board of Health shall serve four-year terms,
with the expiration of terms to be evenly distributed so that two
members shall be appointed each year for four consecutive years and
one member appointed in the fifth year, after which the cycle shall
be repeated. The Mayor shall designate the expiration dates of the
terms of all members of the Board at the time of the first appointment
following adoption of this section. Terms shall thereafter commence
on January 1 of the year of appointment and expire on December 31
of the fourth year after appointment.

The Board of Commissioners shall designate a member of the Board
of Health who shall be President of said Board of Health, and who
shall be Secretary of said Board of Health, which said Secretary may,
at the discretion of the Municipal Council, be a member of said Board
of Health.

The Board of Health shall be an advisory board and shall not
be deemed a separate and autonomous board as described in N.J.S.A.
26:3-1, but shall nonetheless have all administrative and ministerial
powers and duties prescribed for Boards of Health under the provisions
of N.J.S.A. 26:3-1 et seq. and other general laws which may be appropriate
or permissible for advisory boards.
