The Division of Parks and Recreation shall be administered by
a Board of Recreation, which shall consist of seven members appointed
by the Mayor in accordance with N.J.S.A. 40:12-1 et seq.
The Board of Recreation may appoint a Secretary/Director, who
shall maintain all records of the Board and coordinate the activities,
functions and responsibilities of the Board. The Secretary/Director
shall receive such compensation as provided in the Annual Salary Ordinance.
The Board of Recreation shall exercise all of the following
functions and responsibilities:
A. Evaluate present recreational facilities and make specific recommendations
for the acquisition or improvement of facilities for recreation.
B. Coordinate the use of recreational facilities with the Board of Education
and other civic organizations within the Borough.
C. Plan, organize and conduct a public relations program to explain
the program, philosophy and objectives of the Division of Parks and
Recreation.
D. Supervise the collection of and accounting for all special funds
received for such items as swimming facility memberships, team entry
fees, special activity fees and other fees received from participants
in the recreation program; and make periodic status reports as required.
E. Cooperate with the other municipal departments, service clubs and
other organizations in furthering recreational interests in the Borough.
F. Plan, organize, supervise and conduct a year-round program of wholesome
recreational activities in the Borough, subject to the budgeting appropriations
made by the Municipal Council for such purpose.
G. Provide for and regulate the swimming areas and park and recreation
areas provided in the Borough as directed.
H. Administer a summer recreation program, in accordance with funds appropriated for such purpose by the Municipal Council. The Board shall specifically approve of or create rules and regulations for the program, oversee the employment of a summer recreation director and staff, approve of a schedule for activities to be conducted as part of the program, and see to the collection of fees and costs of the program as set forth in Chapter
220, Fees, as the same may be amended from time to time.
