Borough of Girard, PA Traffic Regulations

No person shall operate a motor vehicle or tractor upon any sidewalk in the Borough, nor shall any person operate a motor vehicle upon or across any sidewalk, except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $50, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.

§ 400-7 Speed limits.

Any person who shall operate a vehicle or tractor at a speed in excess of that established therefor upon any highway or portion thereof specified in this section shall, upon conviction thereof, be sentenced to pay a fine of $10, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

§ 400-8 Traffic signals at certain intersections.

At the following intersections, official traffic signals shall be erected (or if heretofore erected are hereby ratified), and traffic at such intersections shall be directed by such signals:

Any operator of a vehicle or tractor who shall disobey the directions of any traffic signal shall, upon conviction thereof, be sentenced to pay a fine of $5, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-9 One-way highways.

The following are hereby established as one-way highways:

Any person who shall operate a motor vehicle or tractor upon any highway or portion thereof hereby established as a one-way highway other than in the direction hereby established for traffic thereon shall, upon conviction thereof, be sentenced to pay a fine of not more than $10, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

§ 400-10 Through highways.

The following highways are hereby established as through highways, and the operator of every vehicle or tractor upon approaching any such highway at any intersection thereof (except for such intersections where there are now or shall hereafter be located official traffic signals) shall come to a full stop, within a reasonable distance, before entering any such through highway:

Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance, before entering any such through highway as hereinabove required shall, upon conviction thereof, be sentenced to pay a fine of $5, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-11 Stop intersections.

The following intersections (in addition to highways intersecting with the through highways established by § 400-10 of this article) are hereby established as stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named highway upon the first-named highway, in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated in each case, shall come to a full stop, within a reasonable distance, before entering any such intersection.

Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance, before entering any stop intersection, as hereinabove required, shall, upon conviction thereof, be sentenced to pay a fine of $25, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-12 Yield intersections.

The following intersections are hereby established as yield intersections, and official yield signs shall be erected in such a position as to face traffic approaching the second-named highway upon the first-named highway, in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated in each case, shall yield the right-of-way to traffic on the second-named street before entering the intersection.

Any operator of a vehicle or tractor who shall fail to yield the right-of-way before entering any yield intersection, as hereinabove required, shall, upon conviction thereof, be sentenced to pay a fine of $5, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-13 Stop intersections with railroad crossing.

The following highways crossing a railroad intersection are hereby established as stop highways, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the named railroad crossing, in the direction or directions hereby indicated. All vehicles and tractors approaching such railroad crossing in the directions indicated shall come to a full stop, within a reasonable distance, before crossing any such railroad crossing.

Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance, before crossing any railroad crossing, as hereinbefore required, shall, upon conviction thereof, be sentenced to pay a fine of $25, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-14 Play highways.

The Mayor is hereby authorized to designate as play highways, whenever he shall deem such action advisable, and for whatever period of time directed by him, any portion of any highway in the Borough, whereon sledding and coasting shall be permitted. Such highway shall be set apart for the purpose under the direction of the Mayor. No person shall operate any motor vehicle or tractor upon any play highway at any time when such highway shall be so designated, except in case of emergency, with special permission of the Mayor or of the police officer in charge, who shall first clear such play highway of all persons using such highway for the purpose for which it was set aside. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $10, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

§ 400-15 Turn and through lanes.

At the following intersections, turn and through lanes are established, official signs directing the flow of traffic shall be erected (or if heretofore erected are hereby ratified), and traffic at such intersections shall be directed by such signs:

Any operator of a vehicle or tractor who shall disobey the directions of any lane sign shall, upon conviction thereof, be sentenced to pay a fine of $5, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than three days.

§ 400-16 Bridge closed.

The bridge on Old Ridge Road passing over Elk Creek is hereby closed to all vehicular and pedestrian traffic. The posting of approved signs and any appropriate barricade is hereby authorized.

Any operator of a vehicle or bicycle or any pedestrian who shall enter upon the bridge shall, upon conviction thereof, be sentenced to pay a fine of $10, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

§ 400-17 Vehicle weight limits.

The following highways are hereby established as prohibiting all vehicles over 10 tons in gross weight, except commercial vehicles making local deliveries. The following streets are to be posted "No Trucks," "10 Ton Limit" and "Local Delivery Only":

§ 400-18 Violations and penalties.

Any person who shall violate any provision of § 400-17 of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $100, and costs of prosecution, and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.
