No person other than a person authorized by the Borough shall uncover, make any connection with or opening into, use, repair, alter or disturb any public sewer or building sewer lateral and the appurtenances thereof.

A. 
If no building sewer lateral is available, the property owner shall, prior to the issuance of a certificate of occupancy, apply to the Borough Clerk to have a building sewer lateral installed. The applicant shall be responsible for all costs in connection with the installation of the sewer lateral, including those costs and expenses of the Borough, such as the fees charged by the Sewer Engineer or such other official or department as the Borough shall designate who shall have the duty to supervise the installation of the lateral. No certificate of occupancy shall be finally issued to the applicant until the sewer lateral has been installed to the satisfaction of the Sewer Engineer or such other official or department as shall have the responsibility of approving the installation and the fee for a sewer connection as hereinafter set forth has been paid to the Borough Clerk.
B. 
Where a sewer lateral has been installed to the satisfaction of the Sewer Engineer or other official or department as the Borough shall designate who shall have the duty to supervise the installation of the lateral, and the work and the property which abuts the sewer has been assessed for the installation of the sewer, an inspection fee in the sum set out in the Westwood Fee Ordinance[1] shall be payable to the Borough Clerk at the time a building sewer permit is issued for the connection of a building or structure to the sewer system of the Borough.

C. 
Where a sewer lateral has been installed to the satisfaction of the Sewer Engineer or other official or department as the Borough shall designate who shall have the duty to supervise the installation of the lateral, and no assessment has been made for the construction of the sewer abutting the property, there shall be a sewer connection fee in the sum set out in the Westwood Fee Ordinance[2] which shall be payable to the Borough Clerk at the time a building sewer permit is issued for the connection of a building or structure to the sewer system of the Borough.

A. 
Each person performing work on public property of the Borough for the purpose of installing or making connections to building sewer laterals shall cause the work to be adequately guarded with barricades, lights and other measures for protection of the public.
B. 
Streets, sidewalks, parkways, curbs and other public property disturbed in the course of the work shall be restored or replaced in a manner satisfactory to the Borough.
Maintenance of the public sewer and building sewer laterals, all connections to the public sewer and all work performed on the sewer system between the main and the property line, including the installation of building sewer laterals, shall be performed by the Department of Public Works or other person authorized by the Borough. Any person so authorized, other than a Borough employee, shall be required to post a performance guaranty in the amount of 125% of the Sewer Engineer's estimate of the cost. Said performance guaranty shall be in such form as the Borough shall prescribe.
