Established; composition; organization; terms.
(1)
There is established a Traffic Commission consisting of the Executive Director of the Springfield Parking Authority or his duly authorized representative; the Chief of the Fire Department or his duly deputized representative; the Chief of Police or his duly deputized representative; the Director of Public Works or his duly deputized representative; the City Solicitor or one of his assistants; three residents of the City, to be appointed by the Mayor; and one member of the City Council, to be appointed by the Mayor, who shall serve for the duration of his term of office unless sooner removed by the Mayor in accordance with law or ordinance.

Each member of such Commission shall be entitled to one vote. The Traffic Commission shall annually elect a Chairman and Secretary from its own members, who shall serve in their respective offices until December 31 of the year in which they are elected and until their successors are elected and qualified. The Chairman shall preside at all meetings of the Commission and the Secretary shall keep an accurate record of all meetings of the Commission and the actions taken therein. Five members shall constitute a quorum for the transaction of business.
