The position of Village Administrator of the Village of Sag Harbor is hereby established to provide for an official who will be responsible for the efficient overall direction, coordination and control of the day-to-day administrative activities and operations of the Village of Sag Harbor, minimize the administrative details now handled by the Board of Trustees and, except as provided in § 42-12 of this article, provide centralized direction and control of Village employees. Unless otherwise provided by resolution of the Board of Trustees, the Village Clerk shall serve as the Village Administrator.
The Village Administrator shall report to and be under the supervision of the Mayor or Deputy Mayor. He/she shall be available to consult with and advise any member of the Board of Trustees. He/she shall receive such compensation as shall be fixed by the Board of Trustees and shall work such hours as may be fixed by the Board of Trustees.
Subject to the direction, control and approval of the Mayor and Board of Trustees and, in addition to the duties of Village Clerk, the Village Administrator shall:
A. 
See that all laws applicable to the Village, its officers and employees and all local laws, resolutions, rules and regulations of the Village are faithfully executed and enforced.
B. 
Supervise and coordinate, on behalf of the Village Board of Trustees, all functions and activities of the Village and of its officers and employees, except the Village Attorney, Zoning Board of Appeals, Planning Board, Harbor Committee and Board of Historic Preservation and Architectural Review and without interfering with the normal authority and duties of department heads.
C. 
Make reports to the Mayor and Board of Trustees on the affairs of the Village and recommend to them such measures he/she may deem necessary or appropriate to improve the efficiency and economy of Village government.
D. 
Exercise general supervision over all expenditures of the Village in accordance with the budget and keep the Mayor and Board of Trustees fully advised of the financial condition of the Village and its future financial needs.
E. 
Prepare annually a tentative budget for consideration by the Board of Trustees and serve as Budget Officer when so designated by the Mayor in accordance with § 5-500 of the Village Law.
F. 
Have such other powers and duties, not inconsistent with law, as from time to time the Board of Trustees may by resolution determine.
