There is hereby created an advisory board, to be known as the "Health Advisory Board." The Board shall consist of nine members, all of which shall be appointed by the County Commissioners for terms of three years; however, for the initial appointment, four members shall be appointed for terms of three years, three for two years and two for a period of one year. Of the nine members appointed, four shall be from Category I, which includes physicians, dentists, nurses, chiropractors and other health professionals, the appointment to come from lists provided by the health societies and associations of Allegany County mentioned in this category; one shall be from Category II, which includes the legal profession, the appointment to come from a list provided by the Allegany County Bar Association; one shall be from Category III, which includes the clergy profession; and three shall be from Category IV, consumers of health services, one of whom must be appointed from a list provided by the Mayor and Council of Cumberland. The County Commissioners shall initially designate one member as Chairman of the Board for a term of one year, and thereafter, succeeding Chairmen shall be selected on an annual basis between the members thereof.

The local Health Officer shall serve as an ex officio nonvoting member. The County Commissioners may designate up to five ex officio nonvoting members to facilitate access by this Board to health societies, associations, etc., who are not represented on the Board.
Members of the Board shall not receive any compensation for their services but shall be paid the reasonably necessary expenses incurred in the performance of their duties.
The Board shall have the power to conduct and participate in state or federal conferences, surveys and studies concerning the problems of health, as it may determine, to promote in every manner possible the welfare and the betterment of the health of the people of the County. In conducting such conferences, studies and surveys, it shall be authorized to expend any funds which may be provided for in the budget or otherwise made available to the Board, including federal funds that are now or hereafter become available.
The Board shall meet on a monthly basis, at a time and place to be determined by the Chairman, and shall consider all matters and problems relating to the Board of Health, including but not limited to matters of available services, facilities and a determination of local needs.
It shall be the duty of the Board to submit a semiannual report to the County Commissioners of Allegany County on or before the 15th day of April and the 15th day of September of each calendar year, setting forth results of its studies and recommendations.
It shall be the duty of the Allegany County Health Officer to provide staff services and facilities for the implementation of the programs and studies of the Board.
