The County Commissioners shall levy annually a sufficient sum, in advance, to pay the state's witnesses for said County and shall pay them from such levy the sums to which the Clerk of the Circuit Court shall certify them to be entitled upon the production of such certificate. Witnesses shall receive a fee in the amount of $5 for each appearance and expenses for mileage in the amount of $0.10 per mile, round trip. Witnesses shall receive a fee in an amount set by the County Commissioners for each appearance and expenses for mileage in accordance with County policy.[2]
