An advisory council to be known as the Tullytown Borough Environmental
Advisory Council is hereby created and shall continue to function
until this chapter is revoked or repealed.
The Environmental Advisory Council shall consist of a minimum
of three and a maximum of seven persons, all of whom shall be residents
of Tullytown Borough.
Advisory Council members shall be appointed in accordance with
the following procedures:
A. All Advisory Council members shall be appointed by the Tullytown
Borough Council and shall serve at its convenience.
B. Advisory Council members' terms of office shall expire on the
first Monday in January following the last year of their term of office.
C. Members of the Advisory Council shall serve a term not to exceed
three years. The terms of members shall always be staggered in such
a manner so at least one expires annually. Council may appoint any
member for less than a three-year term to ensure staggered terms.
D. One or more members may also be members of the Tullytown Borough
Planning Commission.
E. All vacancies shall be filled by appointment by the Tullytown Borough
Council for the unexpired portion of the term.
Advisory Council members shall receive no compensation for their
services, but may be reimbursed for the expenses actually and necessarily
incurred by them in the performance of their duties.
The Environmental Advisory Council is to be advisory to and
shall coordinate its activities with the Borough Council, Planning
Commission, and such other local governmental agencies as designated
by Tullytown Borough Council.
The Tullytown Borough Council shall designate the Chairperson
of the Advisory Council.
The Environmental Advisory Council shall have the following
powers:
A. Identify environmental problems;
B. Recommend plans and programs to the appropriate agencies for the
promotion and conservation of the natural resources and for the protection
and improvement of the quality of the environment within the area
of this municipality;
C. Make recommendations as to the possible use of open land areas of
Tullytown Borough;
D. Promote a community environmental program;
E. Keep an index of all open areas, publicly or privately owned, including,
but not limited to, flood-prone areas, swamps and other unique natural
areas;
F. Advise the appropriate local governmental agencies in the acquisition
of property, both real and personal, in furtherance of the other purposes
set forth herein; and
G. Undertake such tasks as requested by the Tullytown Borough Council.
The Environmental Advisory Council shall keep records of its
meetings and activities and shall make an annual report which shall
be printed in the annual municipal report or otherwise made known
and available. Minutes of each meeting shall be forwarded to Tullytown
Borough Council.
The Tullytown Borough Council may, from time to time, appropriate
funds for the expenses incurred by the Environmental Advisory Council.
