The Kimberly Fire Department shall be responsible for the program of fire defense for the citizens and property within the Village of Kimberly.
A. 
The primary objective of the fire defense program is to serve all citizens without prejudice or favoritism by safeguarding, collectively and individually, their lives against the effects of fires and explosions.
B. 
The second objective of the fire defense program is to safeguard the general economy and welfare of the community by preventing major conflagrations and the destruction by fire of industries and businesses.
C. 
The third objective of the fire defense program is to protect the property of all citizens against the effects of fire and explosions. All property deserves equal protection, regardless of location or monetary value.
The Fire Chief and subordinates are appointed or removed by the Fire Commission pursuant to § 62.13, Wis. Stats.

A. 
Generally, it shall be the duty of the Chief of the Fire Department to:
(1) 
Direct the operation of the Department, subject to the rules and regulations which may be adopted by the Village Board or the Fire Commission;
(2) 
Issue and enforce such orders as, in his judgment, may be best for the protection of property and the extinguishing of fires;
(3) 
Enforce all ordinances, rules and regulations of the Village Board or Fire Commission governing the Fire Department; and
(4) 
Have control and supervision of the fire alarm system.
B. 
Specifically, the powers and duties of the Chief include the following.
(1) 
The Chief shall have general supervision of the Department, subject to the Code and the bylaws of the Department, and shall be responsible for the personnel and general efficiency of the Department.
(2) 
It shall be the duty of the Chief to preside at all meetings of the Department, to call special meetings, to preserve order, to decide all points of order that may arise and to enforce a rigid observance of this section and the bylaws.
(3) 
It shall be the duty of the Chief or ranking officer of the Department to be present at all fires, to have complete command of and entire responsibility for all fire-fighting operations, to plan the control of the same, to direct the action of the company when it arrives at a fire, to observe that the Department does its duty, to grant leaves of absence at a fire when he/she may deem it proper and to see that the fire apparatus is kept in proper condition at all times.
(4) 
He/she shall enforce all fire prevention ordinances of this Village and state laws and regulations pertaining to fire prevention and shall keep citizens informed on fire prevention methods and on the activities of the Department.
(5) 
He/she shall keep a fire record book of every fire to which the Department was called and shall enter in such book the locality of fire, time alarm was received, cause of fire, where fire started, cause of delay (if any) in responding, method of extinguishment and equipment used, amount of insurance carried on building and contents, estimated fire loss, time fire was extinguished, names of men responding and general remarks.
C. 
In the absence or disability of the Chief of the Fire Department, the Assistant shall perform his duties.
D. 
Not later than September 1 of each year, the Fire Chief shall file with the Village Administrator a detailed estimate of the appropriations needed for the conduct of the Department during the ensuing fiscal year.[1]

E. 
It shall be the duty of the Fire Chief to submit a written report to the Village Board not later than February 1 of each year, and at such times as he deems desirable, relating to the condition of the various pieces of apparatus and appurtenances, the number of fires occurring since the previous report, the date of same and loss occasioned thereby, the total number of active members in the Department and resignations and expulsions from the Department. He shall also report upon the drill and training program of the Department, together with other pertinent information, including recommendations of such improvements as he deems proper and necessary for the operation of the Department.
F. 
He shall keep an inventory of all apparatus and equipment and an inventory of all hose, showing dates and results of tests on each length, which shall be individually identified.
A. 
Members of the Kimberly Volunteer Fire Department shall not receive any salary or wages for their work as volunteer firemen, except the regular salary paid the Fire Chief.
B. 
All fees and salaries, except the regular salary paid the Fire Chief, are hereby declared to be reimbursement for expenses, including travel, and cleaning and replacement of damaged clothing. Each member shall, on receipt of such reimbursement, sign an expense voucher and file the same with the Secretary of the Kimberly Fire Department.
