No person shall encumber the streets on public grounds of the Village with any material whatever, nor shall any person park any automobile or other vehicle in such a manner as to encumber the public streets or prevent free passage of vehicles over such streets, nor shall any automobile or other vehicle be parked within such area as may be designated as a restricted area by the Board of Trustees of the Village.

Each offense against the provisions of this chapter or article shall constitute a violation pursuant to the Penal Law of the State of New York and shall be punishable as such. Any person or persons violating any provisions of this article shall be liable for and pay a fine of not less than $50 and not more than $150 for a conviction on each offense.
