The Mayor, subject to the confirmation of the Borough Council,
may from time to time appoint civilian parking enforcement officers/dispatchers
upon the recommendation of the Police Committee in such number as
may then be deemed necessary. Each such appointee shall possess those
qualifications determined to be required by the Police Committee to
fulfill those duties specified hereafter and further as may be required
by state or county regulation for the continued operation and certification
of the Borough's communication system. Said civilian parking enforcement
officers/dispatchers shall not be members of the Police Department
but as civilian employees of the Borough of Hasbrouck Heights under
the immediate day-to-day command and direction of the Chief of Police,
his designee or his substitute.
Civilian parking enforcement officers/dispatchers shall have
the authority and duty to:
A. Issue parking tickets for a parking offense;
B. Serve and execute all process for any parking offense issuing out
of the Municipal Court of the Borough of Hasbrouck Heights;
C. Cause any vehicle parked, stored or abandoned in the Borough of Hasbrouck
Heights in violation of a statute, resolution, ordinance or regulation
to be towed away from the scene of the violation and to collect from
the vehicle owner or the owner's agent, on behalf of the municipality,
the costs of the towing and subsequent storage of the vehicle before
surrendering the vehicle to the owner or agent;
D. Serve in the further capacity of civilian communications operators
for the Police Department; and
E. At the specific direction of the Chief, assist in any function of
the Police Department to the extent lawful for a civilian to do.
Said civilian parking enforcement officers/dispatchers shall
receive such compensation as fixed in the salary ordinance of this
Borough.
