In order to promote greater efficiency and enhanced consistency in the carrying out of the duties and tasks of the elected office of Town Clerk of the Town of Wawarsing, the vast majority of which are mandatory and ministerial in nature, the public would be better served if the term of office of the Town Clerk was heretofore extended by local law from a term of two years to a term of four years. In accordance with Municipal Home Rule Law, § 23, such local law shall be subject to a mandatory referendum. Such local law shall be know as Chapter 102 and be entitled "Town Clerk, Term of Office." Chapter 20, Article I, and be entitled, "Term of office for Town Clerk."
A. 
The term of office for the elected office of Town Clerk of the Town of Wawarsing, commencing with the biennial election to be held on November 8, 2011, and with the term of office to commence on January 1, 2012, and all terms thereafter, shall be for four years, if and only if a majority of votes cast on the following proposition, to be voted upon at a mandatory referendum to be placed on the ballot of the general election on November 2, 2010, are in the affirmative.
B. 
The proposition shall be set forth as follows:
Shall the term of office for the elected office of Town Clerk, commencing on January 1, 2012, and all terms thereafter, be for four years?

No
Such local law shall be effective immediately upon filing with the Secretary of State, but shall only become operative if a majority of the votes cast on the proposition at the mandatory referendum are in the affirmative.
