No person shall coast upon any public street, sidewalk, lane, alley, avenue, highway or public walk within said City upon any hand sled, bobsled, sleigh or similar device, except upon such streets or sections of streets as shall be designated by the Mayor, who shall, at the time of designating any such streets or section of streets, also designate the length of time, not exceeding four months, during which such streets or sections of streets shall be used and shall cause a notice of such designation to be published in the official paper, and such designation may be revoked during such period in the discretion of the Mayor.
No person shall drive or skate over any sidewalk within said City in such a manner as to hinder or injure pedestrians.

Any violation of this article shall be punishable by a fine of not more than $250 for each offense or by imprisonment in the jail of Oswego County for not more than 15 days, or both.
