On those properties having public sidewalks adjacent to the
property, the owner, occupant, or tenant of every such property, shall
remove or cause to be removed all snow or ice thereon having fallen
or formed within 24 hours after the same shall have ceased to fall
or form; provided, however, that the owner shall be responsible where
the property is tenant occupied and in the case of multiple-dwelling
property, the owner shall be responsible.
No person, company, corporation, or other entity shall shovel,
plow, move, or otherwise place or cause to be placed, snow, ice, or
other frozen precipitation onto any street, sidewalk, or other public
right-of-way. No owner or occupant of any property shall allow or
permit any person, company, corporation, or other entity to shovel,
plow, move, or otherwise place any snow, sleet, ice, or other frozen
precipitation from the subject property onto any street, sidewalk,
or other public right-of-way.
In any case where the owner, occupant or tenant, as aforesaid
shall fail, neglect, or refuse to comply with any of the provisions
of this article, within the time limit prescribed therein, the Township
authorities may proceed immediately to clear all snow and/or ice from
the sidewalks or other areas of such property and to collect the expense
thereof, with any additional amount allowed by law, from such owner,
occupant, or tenant, as the case may be, which may be in addition
to any fine allowed by law.

A property owner shall be exempt from the requirements of this
article where snow and ice accumulation on a sidewalk is not the result
of a naturally occurring precipitation, but rather is the result of,
or is caused by, the plowing, pushing, or removal of snow and ice
from an adjacent street or highway by a snow plow or other plow truck,
operated by, or on behalf of the Commonwealth of Pennsylvania or Bethel
Township, or any other political subdivision or other governmental
agency.
Any person, company, corporation or other entity violating this
article shall be subject to a fine not exceeding $300 for each violation.
