Any person violating or refusing or neglecting to comply with any article or section or parts of this chapter shall, upon conviction thereof by the local Municipal Court, pay a penalty of not more than $1,000 nor less than $50 at the discretion of the Court, and each day that such violation or refusal or neglect to comply with any article, sections or parts thereof shall continue shall be considered a separate offense with a like penalty therefor.
