The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule IX (§
470-41), attached to and made a part of this chapter.

No person shall park a vehicle on any Town or county road within
the Town of Hamlin between November 15 and April 15 of any year.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XI (§
470-43), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XII (§
470-44), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIII (§
470-45) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIII, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XIV (§
470-46) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XV (§
470-47) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVI (§
470-48) at any time between the hours listed in said Schedule XVI of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVII (§
470-49) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

A. Parking restricted. Parking on any streets within the Town of Hamlin
with a vehicle over 12,000 pounds GVWR (gross vehicle weight rating)
for any purpose whatsoever is prohibited on all roads within the Town
of Hamlin, except when parked for the purpose of loading or unloading
or otherwise in the conduct of business and then for a period not
to exceed 24 hours.
B. Extensions of time. An extension of time may be granted by the Hamlin
Code Enforcement Officer. This extension may be granted if the Hamlin
Code Enforcement Officer determines that the need for the additional
time is due to a problem which is beyond the control of the party
requesting the extension.
C. Penalties for offenses. An offense against the provisions of this
section shall be punishable by a fine of not more than $150.

A. Applicability.
The provisions of this section apply to the municipal parking lots
in the Town of Hamlin.

B. Overnight parking prohibited. The overnight parking of vehicles between the hours of 11:00 p.m. and 6:00 a.m. is prohibited in the municipal parking lots at 1658 Lake Road, Hamlin, unless a special event permit, issued pursuant to Subsection
C hereof, is displayed on the dashboard or windshield of the vehicle.
C. Special
event permit.
(1) The
Town Clerk may issue temporary overnight parking permits to participants
in overnight trips or late night trips sponsored by the Town of Hamlin
which originate from a municipal parking lot.
(2) Each
special event permit shall set forth the date or dates the permit
is valid. There shall be no fee for such permits. Each permit holder
shall park in the location designated by the trip coordinator.
D. Special
regulations for the Charlie Maier Lodge parking area. The paved municipal
parking area adjacent to and east of the Charlie Maier Lodge on Lions
Way is reserved for the exclusive use of individuals attending events
at the Charlie Maier Lodge.

E. Penalties
for offenses. The registered owner of any vehicle illegally parked
overnight in the municipal parking area shall be subject to a fine
of $25 for the first violation and a fine of $50 for any subsequent
violation. Each night of illegal parking shall constitute a separate
offense. In addition, any vehicle illegally parked overnight may be
towed. The owner may reclaim a towed vehicle by proving ownership
and by paying all towing and storage charges and all fines imposed
pursuant to this subsection.

A. Any
person, firm or entity owning a retail, commercial or other facility
requiring designated parking for the handicapped as specified by the
Town of Hamlin pursuant to New York State Vehicle and Traffic Law
shall identify and post these parking areas as follows:
(1) Each individual parking stall shall be clearly posted with an upright
stationary sign. Signs shall be affixed so as not to be movable or
portable.
(2) Signs shall be erected on a stationary post or structure with a ground
clearance measured from the bottom of the sign of not less than five
and not more than seven feet.
(3) The legend on handicapped signs shall clearly indicate “Reserved
Parking” and shall conspicuously bear the international mobility
impaired access symbol.
(4) All other provisions of the New York State Vehicle and Traffic Law
and the Town of Hamlin Code regarding reserved parking areas for the
handicapped shall hereby remain in force.
B. Any
handicapped person with a valid handicapped parking permit, lawfully
issued, shall be eligible to park in any parking place designated
for handicapped persons in the Town of Hamlin.
C. The
erection and posting of such signs shall be deemed to constitute the
owner’s consent to the enforcement of this chapter by the Code
Enforcement Officer of the Town of Hamlin or persons designated by
such officer and/or by the Sheriff of Monroe County, and the entry
by them on the property for such purpose.
D. No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance of the directions of a police officer, in any parking space marked pursuant to this §
470-25.1, as reserved for handicapped persons only, unless such vehicle properly displays a handicapped parking permit issued by the Town of Hamlin or another city, town or village of the State of New York or another state.
E. In municipal parking lots within the Town of Hamlin, the spaces described on Schedule XVIII (§
470-50, Designation of Handicapped Parking Spaces in Municipal Lots) shall be reserved for handicapped parking and shall be identified as provided in Subsection
A of this §
470-25.1.
F. The Town Board of the Town of Hamlin shall establish by resolution the amount of fine for a violation of this §
470-25.1, which amount may be amended from time to time by resolution of the Town Board. Any fine which remains unpaid shall double after 15 days, and any fine which remains unpaid after 30 days shall be tripled, and any fine which remains unpaid after 60 days shall be quadrupled.
