For the purposes of this Part, words used in the present tense
includes the future, words in the singular includes the plural number
and vice versa, the word shall is mandatory and the following words
are intended to have the meaning hereinafter attributed to them, viz:
Includes all automobiles which are not operable and which
do not possess a current state inspection sticker, all automobiles
which are not operable and have not been operated for a period of
two weeks or more, all broken down or dismantled automobiles or parts
of dismantled automobiles or automotive equipment, other dismantled
machinery, any accumulation of containers or wastes resulting from
any commercial or industrial operation, and any and all other materials
commonly denoted and known as junk. This definition shall not apply
to the operation of the commercial junkyard subject to special regulation
under other Township ordinances, resolutions or regulations.
All cans, cartons and containers which were receptacles for
food or were receptacles for materials normally used in and about
the enjoyment of human habitation, but specifically shall not include
ashes, yard clippings, discarded furniture, machinery, parts of dismantled
automobiles or equipment or any accumulation of containers or waste
resulting from any commercial or industrial operation.
All nonputrescible solid wastes which are not hereinabove
classified as refuse, whether combustible or noncombustible, such
as ashes, yard clippings, newspapers, magazines, discarded furniture
and bedding.

On and after the effective date of this Part, no owner or occupant
of any property, building, premises, or part thereof, within the Township
shall accumulate or suffer to be accumulated upon said property, building
or premises any refuse, rubbish or junk as defined in this Part.
2.Â
No owner of any broken down or partially dismantled automobile shall
allow said vehicle to be parked on any public street or alley within
the Township.
3.Â
It shall be unlawful for any person to dump or discard any refuse,
rubbish or junk upon any public highway, street or alley or upon any
public easement or in any public sewer in said Township.
4.Â
No portion of the front yard of any property in any residential,
special, or conservation district as defined in the Zoning Chapter
shall be used or be permitted to be used for the storage of any vehicles,
goods, machinery, appliances or equipment for a period of more than
one week.

Penalties. Any person, firm or corporation who shall violate any
provision of this Part 2 shall, upon conviction thereof, be sentenced
to pay a fine of not more than $300 and/or to imprisonment for a term
not to exceed 90 days.
2.Â
Each and every day that a violation of this Part is permitted to
continue 24 hours after receiving notice of said violation from the
police of the Township of Harrison shall be construed to constitute
another separate and distinct offense under this Part and shall be
subject to separate and distinct penalties thereon.
3.Â
In the event any land is, or is proposed to be used in violation
of this Part, the Board of Commissioners of the Township of Harrison
may, in addition to other remedies, institute in the name of the Township
any appropriate action or proceeding to prevent, restrain, correct
or abate any such illegal accumulation of refuse, rubbish or junk,
or to prevent any act, conduct, business or use constituting a violation.
