No person, corporation or other entity shall throw, sweep, dump, or deposit in any manner upon any sidewalk, thoroughfare, or any other public or private premises owned by another, without the prior written permission of the owner of such premises, any rubbish, trash, garbage, dirt, litter, debris, junk, waste, or similar materials, including but not limited to clippings, lawn or garden waste, paper, glass, metal, plastic, building materials, tires, vehicles or appliances or parts thereof, or other nauseous or offensive waste matter of any kind.

It shall be the duty of any person, corporation or other entity dumping materials or causing or permitting the dumping of any materials in violation of § 601 above to clean up and remove all of such materials within one day of the time said violation occurred. Every day that passes during which any part of the materials dumped are not cleaned up and removed shall constitute a separate offense.

Any person, corporation or other entity violating this Part shall, upon conviction thereof, be sentenced to pay a fine of not more then $300, and/or to imprisonment for a term not to exceed 90 days.
