The following items shall be included in the SWM site plan:
A.
Appropriate sections from the Carlisle Borough Subdivision and Land Development Ordinance (see Chapter 226), and other applicable Code provisions, ordinances, and regulations, shall be followed in preparing the SWM site plans.
B.
The Borough Engineer shall not approve any SWM site plan that is deficient in meeting the requirements of this chapter. At its sole discretion and in accordance with this article, when a SWM site plan is found to be deficient, the Borough Engineer may either disapprove the submission and require a resubmission, or in the case of minor deficiencies, the Borough Engineer may accept submission of modifications.
C.
Provisions for permanent access or maintenance easements as determined necessary by the Borough Engineer for all physical SWM BMPs, such as ponds and infiltration structures, to implement the operation and maintenance plan discussed in Subsection E(15) below.
D.
Include the following signature block:
Borough Engineer or his designee, on this date (__________), has reviewed and hereby certifies that the SWM site plan meets all design standards and criteria of Chapter 217 of the Code of the Borough of Carlisle governing Stormwater Management. |
E.
The SWM site plan shall provide the following information with plan(s) drawn to a scale of one inch equals 50 feet:
(1)
A written description of the overall stormwater management concept for the project.
(2)
Name, address and telephone number of the SWM plan preparer and of the landowner or developer submitting the plan.
(3)
Names of adjacent or surrounding landowners.
(4)
Site boundaries with bearings and distances.
(5)
Existing topography and proposed finished grades illustrating all natural features of the area.
(6)
The location and dimensions of all existing and proposed buildings and other impervious areas such as existing and proposed street and parking areas, sidewalks and other structures.
(7)
The Location and dimensions of existing and proposed lots, tracts or parcels.
(8)
A determination of site conditions in accordance with the BMP Manual. A detailed site evaluation shall be completed for projects proposed in areas of carbonate geology or karst topography, and other environmentally sensitive areas, such as brownfields. Stormwater runoff design computations and documentation as specified in this chapter, or as otherwise necessary to demonstrate that measures have been taken to meet the requirements of this chapter, including the recommendations and general requirements in § 217-12.
(10)
Expected project time schedule.
(11)
A soil erosion and sediment control plan, where applicable, as prepared for and submitted to the approval authority.
(12)
The effect of the project (in terms of runoff volumes, water quality, and peak flows) on surrounding properties and adjacent aquatic features and on any existing stormwater conveyance system that may be affected by the project. The plan shall show how the proposed SWM facilities relate to or tie into existing facilities, both on site and off site.
(13)
Plan and profile drawings of all SWM BMPs, including drainage structures, pipes, open channels, and swales.
(14)
The SWM site plan shall show the locations of existing on-lot wastewater facilities and water supply wells.
(15)
The SWM site plan shall include an operation and maintenance (O&M) plan for all proposed physical stormwater management facilities (see Appendix A[1]). This plan shall address long-term ownership and responsibilities for operation and maintenance as well as schedules for O&M activities.

Such other information as may be required by the Borough Engineer.
(17)
The identity and location of all stormwater facilities, streets and other features identified for future public use as depicted on the Official Map.

(18)
A justification must be included in the SWM site plan if BMPs other than green infrastructure methods and LID practices are proposed to achieve the volume, rate and water quality controls under this chapter.
