Any person, firm or corporation intending to drill a well for water
in the Township of Ralpho who is connected to the sewage collection
system operated by the Municipal Authority of Ralpho Township or any
other authority established in Ralpho Township for the collection
of sewage is hereby required to apply for a permit before drilling
the well.

The permit shall be acquired from the Code Enforcement Officer of
the Township and shall be issued at no charge to the applicant.

In addition to acquiring a permit, the applicant shall also install
a water measuring device that will determine the amount of water discharged
into the sewer system. The water measuring device shall conform with
all applicable specifications and regulations of the Municipal Authority
of Ralpho Township or any subsequent sewer authority in Ralpho Township
in which the property is connected.

Any person, firm or corporation who shall violate any provision of
this Part, upon conviction thereof in an action brought before a district
justice in the manner provided for the enforcement of summary offenses
under the Pennsylvania Rules of Criminal Procedure, shall be sentenced
to pay a fine of not more than $1,000 plus costs and, in default of
payment of said fine and costs, to a term of imprisonment not to exceed
90 days. Each day that a violation of this Part continues shall constitute
a separate offense.

If any person, firm or corporation owning property
connected to the Municipal Authority of Ralpho Township or any subsequent
authority established in Ralpho Township to collect sewage is found
to own or use unmeasured well water, the Township shall have authority
to install a conforming measuring device at that person, firm or corporation's
expense.
