A.
Young people from the community use the Dennison Building steps,
plaza, parking lot and the Armed Forces Plaza in front of the Dennison
Building as a playground.
B.
Quite often, this includes roller-blading, skateboarding and in-line
roller-skating which can be a dangerous pastime since the person is
jumping up and down the steps while on one of these contraptions,
dangerously increasing the chances of a serious accident.
C.
If such an accident were to occur, the injured parties would attempt
to attribute liability to the County of Suffolk.
D.
It is the responsibility of the County of Suffolk to protect the
health and safety of its residents, as well as protect itself against
liability for injuries caused by the dangerous activity of the injured
party.
E.
A warning could be issued by erecting signs prohibiting roller-blading,
roller-skating and skateboarding anywhere on the grounds of the Armed
Forces Plaza and the Dennison Building.
The County Department of Public Works is hereby authorized, empowered and directed, pursuant to § C8-2X of the Suffolk County Charter, to erect signs on the grounds of the Armed Forces Plaza and the Dennison Building stating that roller-blading, roller-skating and skateboarding are prohibited anywhere on the grounds of the Armed Forces Plaza and the Dennison Building, said signs to be conspicuously visible with the lettering to be at least six inches in height and concluding with "UNDER PENALTY OF LAW."
