Pursuant to §§ 60.22(3) and 62.23(2) and (3),
Wis. Stats., the Village of Fremont is authorized to prepare and adopt
a Comprehensive Plan as defined in §§ 66.1001(1)(a)
and 66.1001(2), Wis. Stats.
The Village Board of the Village of Fremont has adopted written
procedures designed to foster public participation in every stage
of the preparation of a Comprehensive Plan as required by § 66.1001(4)(a),
Wis. Stats.
The Village of Fremont Plan Commission, by a majority vote of
the entire Commission recorded in its official minutes, has adopted
a resolution recommending to the Village Board the adoption of the
document entitled "Village of Fremont Year 2030 Comprehensive Plan"
containing all of the elements specified in § 66.1001(2),
Wis. Stats.
The Village of Fremont has provided numerous opportunities for
public involvement in accordance with the Public Participation and
Education Plan adopted by the Village Board and Waupaca County Board,
including public informational meetings, open Plan Commission/Committee
meetings, public opinion surveys, news releases, newsletters, a slogan
contest, and a planning process web site. A public hearing was held
on September 11, 2007, in compliance with the requirements of § 66.1001(4),
Wis. Stats.
The Village Board of the Village of Fremont does, by the enactment
of this chapter, formally adopt the two documents composing the "Village
of Fremont Year 2030 Comprehensive Plan" (including the "Plan Recommendations
Report" and the "Inventory and Trends Report") pursuant to § 66.1001(4)(c),
Wis. Stats.
