The police chief, upon application, may issue a placard to an organization or agency, to include but not limited to, visiting nurse services, that provides in home medical services. The placard may only be used when the authorized person is in the actual performance of a medical visit to a subscribing in home patient. When used, the placard must be displayed by hanging it from the rear view mirror so that it may be viewed from the front and rear when the vehicle is occupying a parking space that is designated as "No Parking" or which otherwise prohibits vehicles from utilizing the space.
A vehicle displaying a placard in accordance with this Section is exempt from the parking restrictions imposed under the provisions of this chapter. Except that a vehicle shall not remain in a designated "No Parking" zone for longer than one hour, or parked in an area that would otherwise create a traffic hazard or a risk to public safety.
