There shall be a Wastewater Management Commission responsible
for the management and control of the operation and maintenance of
the public sewage system as it now exists or as may be extended.

(a) The Mayor, subject to confirmation by the City Council, shall appoint
a Wastewater Management Commission composed of five members, who shall
be residents of the City, and not more than one member shall be connected
with City government. The majority of the Commission members shall
be residents connected to the collection system of the City sewers.
The term of office of a member shall be for three years. Where there
is a permanent vacancy, the Mayor, subject to confirmation by the
Council, shall appoint a person to serve for the unexpired term.
(b) The Wastewater Management Commission shall annually elect a Chairman
and Secretary from its own membership and may adopt such bylaws as
are necessary for the orderly conduct of business. At any meeting
of the Commission, three Commission members shall constitute a quorum,
and all matters requiring the action of such Commission shall be determined
by a majority vote.
