Mobile home parks shall be located only upon property approved
for that use by the Mayor and Town Council prior to the effective
date of this chapter and no other property in Chesapeake Beach shall
be so designated.
Upon approval of the location of a mobile home park pursuant to § 190-7 above, the review procedure specified below shall be followed.
A.
Purpose.
(1)
The purpose of the tentative sketch plan is to afford the applicant
the opportunity to consult early and informally with the Town Engineer
and Planning and Zoning Commission before preparation of the development
plan and formal application for approval.
(2)
During the tentative sketch plan procedure, the applicant can advantageously
make use of the services of the administrative personnel of the Town
as well as the Planning and Zoning Commission to help him analyze
the problem of the development and plan more adequately for its sound
coordination with the community. This procedure also affords Town
administrative personnel and the Planning and Zoning Commission the
opportunity to give informal guidance to the applicant at a stage
when potential points of difference can be more easily resolved. It
can also simplify official actions and save unnecessary expense and
delay.
B.
Procedure.
(1)
The applicant shall prepare a sketch plan and application and submit
five copies of the plan and application to the Planning and Zoning
Commission.
(3)
The Planning and Zoning Commission shall hold a meeting within 30
days of receipt of the tentative sketch plan and application to:

The Planning and Zoning Commission, either the same evening or at
least within one month following the receipt of the applicant’s
submission by the Commission, shall:
(a)
Evaluate the applicant’s submission, presentation, discussion
with applicant, and Town Engineer’s report.
(b)
Determine whether the sketch plan meets the objectives and requirements
of this chapter.
(c)
Inform the applicant in writing of the evaluation and determinations,
including required changes in the sketch plan and the reasons for
the decision.
C.
Information required for tentative sketch plan and application submitted:
(1)
Name of mobile home park.
(2)
Name and address of owner.
(3)
Name and address of engineer or surveyor.
(4)
Tract boundaries.
(5)
North point and date.
(6)
Streets on and adjacent to the tract.
(7)
Significant topographical and physical features.
(8)
Proposed general street layout.
(9)
Proposed general lot layout.
(10)
Topography based on two-foot contour intervals.
A.
Procedure.
(1)
The applicant shall prepare a development plan and application and
submit five copies of the plan and application to the Planning and
Zoning Commission.
(4)
The Planning and Zoning Commission, either the same evening or at
least within one month following the meeting, shall:
(a)
Determine whether the development plan meets the objectives
and requirements of this chapter.
(b)
Consider the standards of this chapter with a view to achieving
a maximum of safety, convenience, and amenity for the community. To
these ends, the Planning and Zoning Commission shall consider the
location of buildings, parking areas, and other features with respect
to the topography of the land and its existing natural features such
as large trees; the efficiency, adequacy and safety of the proposed
layout of internal streets and driveways, the adequacy and location
of the recreation and open space provided; the relationship of the
proposed mobile home park to adjoining land and streets; and such
other matters as the Planning and Zoning Commission may find to have
a material bearing upon the stated standards of this chapter.
(c)
Inform the applicant, in writing, of the evaluation and determinations,
including required changes in the development plan and the reasons
for the decision.
(5)
The applicant and the Planning and Zoning Commission shall follow
the procedure specified above in resubmitting and reviewing the development
plan based on the written evaluation and required changes.
(6)
The Planning and Zoning Commission recommendations concerning approval
or disapproval shall be submitted to the Town Council and to the applicant.
The Council shall review the entire record of said application and
may affirm, modify or establish such other or additional conditions
to the recommendations of the Planning and Zoning Commission as it
may deem appropriate regarding such application consistent with the
intent of this chapter and may authorize issuance of a construction,
alteration or extension permit for the development. All construction
and development under any permits shall be in accordance with the
approved development plan. Any departure from such plan shall be a
cause for revocation of the permit. Any changes in an approved development
plan shall be resubmitted for approval in accordance with this section.
B.
Information required for development plan and application submittal.
The development plan shall show or be accompanied by the following
information:
(1)
Drafting standards.
(a)
The plan shall be drawn at a scale of one inch equals 50 feet
or one inch equals 100 feet.
(b)
The plan shall be a clear and legible white paper print.
(c)
Dimensions shall be in feet and decimals to the nearest hundredth
of a foot, and the bearings in degrees, minutes, and seconds.
(d)
Each sheet shall be numbered and shall show its relationship
to the total number of sheets.
(e)
The boundary line of the parcel shall be shown as a solid heavy
line.
(f)
Plan shall be on sheets either 18 inches by 24 inches or 36
inches by 44 inches and all lettering shall be so drawn as to be legible
if the plan should be reduced to half size.
(2)
General information to be shown:
(a)
Name of the mobile home park.
(b)
Name and address of the owners.
(c)
Name and address of the engineer or surveyor.
(d)
Date, North point, and scale.
(e)
A location map for the purpose of locating the site at a scale
of not less than 800 feet to the inch showing the relation of the
tract to adjoining property and to all streets, roads, and municipal
boundaries existing within 1,000 feet of any part of the property
proposed for the mobile home park.
(3)
Existing features:
(a)
Complete outline survey of the property, showing all courses,
distances, and area, and tie-ins to all adjacent street intersections.
(b)
The location, names, and widths of streets, the location of
property lines and name of owners, the location of watercourses, sanitary
sewers, storm drains, and similar features within 400 feet of any
part of the property.
(c)
Location, size, and ownership of all underground utilities,
and any rights-of-way within the property.
(d)
Location of existing buildings, the outlines of all wooded areas,
marshy areas, and areas subject to flooding.
(4)
Proposed layout:
(a)
Lot layout, including dimensions.
(b)
The proposed pavement width and right-of-way width of all proposed
streets.
(c)
The proposed setback line for each street.
(d)
Location of all monuments.
(e)
The location, width, and purpose of all easements or rights-of-way
and boundaries by bearings and dimensions.
(f)
The average and minimum lot size.
(g)
The location, size, and invert elevations of all sanitary sewers,
storm sewers, and locations of all manholes, inlets and culverts,
and design calculations of same, along with the plan and profile of
same and any appurtenances.
(h)
The location of all existing and proposed fire hydrants and
utilities.
(i)
Typical cross sections and street profiles for all streets.
Such profiles shall show the existing and proposed grades along the
proposed street center lines.
(j)
Plans and specifications of the refuse disposal facilities.
(k)
Location and details of lighting, electrical, gas and fuel oil
distribution systems.
(l)
Proposed street names and lot numbering system.
(m)
Proposed location of mobile home stands.
(n)
Proposed location of permanent buildings.
