A.
Square foot basis fee. The square footage shall be calculated based on the outside dimensions of the building or structure, including, but not limited to, basements, crawl spaces, attached garages and inhabitable attics.

Permit fees. Application review fees are to be paid at the time of application. Construction permit fees and state education fees are to be paid at the time of permit issuance. The fee for a certificate of use and occupancy is in addition to the building permit fee and is payable at the time the building permit is issued.
C.
Multiple permits policy. When a single project consists of multiple buildings or structures, accessory buildings and structures, signs, etc., separate applications and permits shall be required for each building, structure, sign, etc.
D.
Escrows. Where required by ordinance or otherwise by the Municipalities Planning Code,[1] applicants shall establish an escrow account for expenses incurred by the Borough for professional services involved in processing an application, permit or other function on behalf of the applicant. Fees for services shall be charged to the applicant at the direct cost and the same hourly rate as the consultants charge the Borough. All unused funds in the escrow account shall be returned to the applicant upon written request after the project completion. The escrow account shall be replenished within 15 days of applicant's receipt of invoice representing the amount of funds depleted from the original account. Escrow funds not requested to be returned to the applicant within the twelve-month period following project completion shall be forfeited to the Borough. A twelve-percent administration fee will be added to all invoices.
