A. 
Pursuant to N.J.S.A. 40:48-2.46, the City of Atlantic City may, by ordinance, regulate the parking of vehicles in parking yards and parking places, which are open to the public or to which the public is invited.
B. 
Whereas, N.J.S.A. 39:4-138 restricts parking in handicapped zones to certain vehicles. The following shall apply to such specified spaces on quasi-public property in the City of Atlantic City.
For the purposes of this article, the following terms shall have the meanings indicated:
HANDICAPPED PARKING SPACES
A parking space within a parking yard or parking places which are open to the public or to which the public is invited, whether maintained or operated separately or in conjunction with any business or enterprise, and which is designated by suitable signs as being reserved for parking by handicapped persons only and which has been approved by the Chief of Police of the City of Atlantic City to be so designated.
PHYSICALLY HANDICAPPED PERSON
Any person who has been issued special vehicle identification by the Division of Motor Vehicles of the State of New Jersey, pursuant to N.J.S.A. 39:4-205, or by a similar body in another state when such motor vehicle is properly identified pursuant to N.J.S.A. 39:4-206 by a registration plate bearing the national wheelchair symbol, or properly identified pursuant to the laws of another state, or displaying a temporary handicapped placard issued by the Chief of Police.
This article shall require that the Police Department of the City of Atlantic City enforce all and any violations of N.J.S.A. 39:4-138. The fines are set by the Administration of Courts.

A. 
Any person parking a motor vehicle in a parking space reserved for parking by the handicapped without a special vehicle identification card shall be liable for fines and penalties as per state law.
B. 
Any violation under this section may be payable in the amount of $280 through the Violations Bureau, without the necessity for a court appearance, pursuant to R. 7:12-4.
