An application for minor subdivision approval shall be processed in the same manner as provided for final plans and plats in Article
XXIII of this chapter, except that, with respect to § 163-120, approval of a minor subdivision shall expire 190 days from the date of final approval unless within such period a plat in conformity with such approval and the provisions of the Map Filing Law, P.L. 1960, c. 141 (N.J.S.A. 46:23-9.9 et seq.), is filed by the applicant with the Atlantic County Recording Officer, the City Engineer and the Municipal Tax Assessor. Any such plat accepted for such filing shall have been signed by the Chairman and Secretary of the Atlantic City Planning Board and referred to the Atlantic County Planning Board pursuant to §
163-199B of this chapter. Filing and recording of minor subdivisions by deed shall not be permitted.
