The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
TAXICAB
All vehicles carrying passengers for hire for which public
patronage is solicited, except the following: vehicles which operate
on established routes and are regulated by the public service commission,
rent-a-cars and vehicles operated solely as funeral cars or ambulances.

Fees for taxicab licenses and taxicab drivers' licenses
are as set from time to time by the Council.

Every person operating a taxicab shall have at all times prominently
posted and displayed in such taxicab so as to be visible to the passengers
therein the rates or fares for the use of such cab.

Every vehicle used for the carrying of passengers for hire shall
be conspicuously marked on the right and left sides with the name
of the owner of the vehicle or the business name under which he operates,
together with the number of the vehicle. Such letters and numbers
shall be not less than three inches in length and of a light color
on a dark background or dark color on a light background. No vehicle
shall be used for carrying passengers until this section has been
complied with.

No license, certificate, or permit shall be granted for any
premises for which taxes, assessments or other claims of the City
are delinquent and unpaid or to any person delinquent in payment of
such claims to the City. In the event a premises or person is delinquent
in payment of such claims to the City, at times other than initial
granting or renewal of a license, the Council may, in its discretion,
suspend or revoke said license(s). "Delinquent" for the purposes of
this section shall mean the claim remains unpaid for 30 days after
it became due. Being delinquent hereunder shall be grounds for suspension
or revocation of the license, permit, or certificate applicable hereunder.
