There is hereby established in and for the City of Hoboken an
official, generalized Public Health Nursing Service Agency, to be
known as the "Public Health Nursing Service of Hoboken."

The administration and control of the service hereby created
and established shall be under the direction and supervision of the
Director of the Division of Human Resources and the Executive Officer of the Board of Health of the
City of Hoboken.

The objectives of the service are:
A. To provide skilled nursing services and other therapeutic services.
C. To promote health, individual, family and community.
D. To prevent disease by teaching the practice of health, hygiene and
sanitation.
E. To carry through effectively such policies as are recommended by
the National Organization for Public Health Nursing.

There is hereby established a Citizens Advisory Board, to consist
of not less than 15 nor more than 30 members, who shall serve in an
advisory capacity for this agency. Members of the Board shall be appointed
by the Director of the Division of Human Resources and shall serve
without compensation.

In order to effectively carry out a liaison with local practicing
physicians and this Agency, there is hereby established and created
a Medical Advisory Board, consisting of as many local physicians as
may be deemed necessary to effectively carry out and determine the
medical policies under which the home nursing care program is to be
administered and also to assist in the interpretation of the service
to the medical profession. The members shall be appointed by the Director
of the Division of Human Resources and shall serve without compensation.

The Director of the Division of Human Resources is hereby empowered
to engage, by contract or otherwise, the services of the personnel
and assistance of such kindred agency or agencies to the one herein
established that may be deemed necessary for the supervision and instruction
of the paid personnel of the Agency herein established in order to
effectuate the policies and purposes of the Public Health Nursing
Service of Hoboken.
All moneys received by the Agency hereby established by way
of reimbursement for services rendered shall be receipted and accounted
for and turned over to the Treasurer of the City of Hoboken and deposited
in the current revenues of the City of Hoboken.

The Director of the Division of Human Resources, the Citizens
Advisory Board and the Medical Advisory Board shall have the power
to make such additional rules and regulations not inconsistent with
the policy of the National Organization for Public Health Nursing
that may be required for the proper functioning and operation of the
Agency hereby created.
