There shall be a Department of Administration, the director
of which shall be the Business Administrator, without additional compensation.
The Department shall be administered through divisions and administration.
The Business Administrator may designate a member of the Department
of Administration to act as Assistant Administrator in his or her
absence as he may direct and to perform such other duties as may be
assigned without additional compensation.
Under the direction and supervision of the Director, the Division
shall:
A. Prescribe and install uniform forms and procedures for budget preparation
by all departments and assist in the review and analysis of budget
requests and in the preparation of the budget document.
B. Administer the Borough's personnel program, including the job classification
and pay plan and other personnel policies and maintain a complete
system of personnel records of Borough officers and employees.
C. Have and exercise the functions, powers, and duties of Borough purchasing
agent as provided by the code.
D. Supervise telephone, mail, office equipment and furnishings and other
office services.
E. Place, purchase and review property, liability and other insurance
and surety bonds as required for Borough purposes.
F. Install and provide records and reports for the determination of
the cost of performance of each functional program or activity, measured
in such work units as may be appropriate thereto.
G. Review each proposed expenditure and commitment to be made on behalf
of any Borough department for conformity with state law, the Charter
and ordinances of the Borough, and authorize only such expenditures
and commitments as conform with all the requirements of the Administrative
Code.
