The Borough of Spotswood hereby establishes a Municipal Alliance Committee for the Prevention of Alcoholism and Drug Abuse. The purposes of this Committee shall be:
A. 
Organization and coordination of efforts involving schools, law enforcement, business groups and other community organizations for the purpose of reducing alcoholism and drug abuse.
B. 
In cooperation with local school districts, the development of comprehensive and effective alcoholism and drug abuse programs in grades kindergarten through 12.
C. 
In cooperation with the local school districts, the development of procedures for the intervention, treatment and discipline of students abusing alcohol or drugs.
D. 
The development of comprehensive alcoholism and drug abuse education, support and outreach efforts for parents in the community.
E. 
The development of comprehensive alcoholism and drug abuse community awareness programs.
The functions of the alliance shall include, but not be limited to:
A. 
Creating a network of community leaders, private citizens and representatives from public and private human service agencies who are dedicated to a comprehensive and coordinated effort to promote and support drug and alcohol prevention and education programs and related activities with an emphasis on youth.
B. 
Conduct an assessment of the community to determine the needs of the community in relation to alcoholism and drug abuse issues.
C. 
Identify existing efforts and services acting to reduce alcoholism and drug abuse.
D. 
Coordinate projects within the Borough to avoid fragmentation and duplication.
E. 
Develop programs to be implemented at the Borough level or participate in regionally developed programs that accomplish the purpose of the alliance's effort and the purposes of the Committee.
F. 
Assist the Borough in acquiring funds for alliance programs; develop a subcommittee on fund-raising.
G. 
Cooperate with the Governor's Council on Alcoholism and Drug Abuse and the County Local Advisory Committee on Alcoholism and Drug Abuse/Alliance Steering Subcommittee to provide municipal data, reports or other information which may be required for the County Annual Alliance Plan or needed to assist the alliance effort.
A. 
The Committee shall consist of 21 members, including, but not limited to the following:
(1) 
Mayor's appointed representatives.
(2) 
Chief of Police, or his/her designee.
(3) 
President of the School Board, or his/her designee.
(4) 
Superintendent of Schools, or his/her designee.
(5) 
A student assistance counselor.
(6) 
A representative of the parent-teacher association.
(7) 
A representative of the local bargaining unit for teachers.
(8) 
A Municipal Court Judge.
(9) 
A representative of a civic association or homeowners' association.
(10) 
A representative of a local religious group.
(11) 
A member of the Borough Council designated by the Council President.
B. 
The remaining members shall be residents of the Borough of Spotswood.
C. 
Members shall be appointed by the Mayor with approximately one-third of the first members to be appointed for three-year terms, one-third for two-year terms and one-third for a one-year term. At least 50% of the members must reside in the Borough. All succeeding terms shall be for three years.
