A Length of Service Awards Program (LOSAP) is herewith created
in accordance with Chapter 388 of the Laws of 1997, to reward volunteer members of the Spotswood Volunteer
Fire Department and Spotswood First Aid Squad for their loyal, diligent,
and devoted services to the residents of Spotswood.
The LOSAP shall provide for fixed annual contributions to a
deferred income account for each volunteer member that meets the criteria
set forth below; that such contributions shall be made in accordance
with a plan that shall be established by the Borough of Spotswood
pursuant to P.L. 1997, c. 388; and that such plan shall be administered
in accordance with the laws of the State of New Jersey, the United
States Internal Revenue Code and this article.
The LOSAP shall provide for annual contributions to each eligible
member that meets the criteria as follows: Each active volunteer member
that earns 50 eligibility service points in one calendar year, upon
certification from the Fire Chief and/or Squad Captain and upon municipal
government approval, shall receive $550.
The estimated cost of the program has been calculated as follows:
for regular annual services, $19,250 per year.
Each active volunteer member shall be credited with points for
volunteer services provided to the Spotswood Volunteer Fire Department
and Spotswood First Aid Squad in accordance with the following schedule:
A. Training courses: twenty-five-point maximum – one point per
hour.
B. Drills: twenty-point maximum – one point per drill.
C. Standby: twenty-point maximum – one point each standby.
D. Elected or appointed positions: fifteen-point maximum – completion
of one-year term.
E. Meeting attendance: twenty-point maximum – attending official
meeting of organization at one point per meeting.
F. Emergency response participation: thirty-five-point maximum –
must make 10% of calls.
(1) Spotswood First Aid Squad members must make 25% of calls.
(2) Spotswood Fire Department members must make 60% of calls.
