As used in this article, the following terms shall have the meanings indicated, unless a different meaning clearly appears from the context:
BUSINESS DAY
Any day not a Sunday or a national holiday.
BUSINESS HOURS
Hours between 9:00 a.m. and 5:00 p.m. on any business day.
CARTWAY
Portion of a street or highway improved, designed or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
CORPORATION
Natural person, partnership, corporation, association or any other legal entity.
SIDEWALK
Portion of a street between the curblines or the lateral lines of a cartway and the adjacent property lines, intended for use by pedestrians.
STREET or HIGHWAY
The entire width between the boundary lines of a way publicly maintained, when any part thereof is open to the use of the public for purposes of vehicular travel.
WEEDS, GRASS OR OTHER VEGETATION
Any plant material that is growing in the sidewalk portion of the right-of-way that is greater than four inches high.
Every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee or otherwise, shall remove and clear away or cause to be removed or cleared away snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land.
A. 
Except as provided in Subsection B hereof, snow and ice shall be removed from sidewalks within 12 hours after the cessation of any fall of snow, sleet or freezing rain.
B. 
In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection A hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel reasonably safe, and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.
No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant or on any sidewalk, roadway or loading and unloading areas of a public transportation system, except that snow and ice may be mounded by the Borough of Ambridge on public cartways incident to the cleaning thereof or mounded on curbs incident to the clearing of sidewalks in business districts.
It shall be unlawful for the owners or tenants of any property situated in the Borough to permit the sidewalks and streets in front of the same to be obstructed in any manner so as to interfere with the traveling public; to permit the accumulation upon same of sand, dirt, weeds, grass, other vegetation or debris, as defined in § 265-30, for a period of more than 24 hours after the same accumulated there; or to sweep from the sidewalk upon the street sand, dirt, weeds, grass, other vegetation or debris accumulated thereon.
Any person, firm or corporation who refuses to obey an order to remove which has been posted on the property shall receive a door-hung notice or other posted notice stating ORDER TO CLEAR VIOLATION. The notice shall contain instructions to the owner or occupant of the premises that if he will report to the Borough administration offices and pay the sum of $25, plus any costs incurred by the Borough, within 10 days after the time of notice, or if he will place the sum of $25 plus any costs incurred by the Borough, enclosed within the envelope provided, in the fine box at the Borough Municipal Complex within the same time period, that act will save the violator from prosecution and from payment of the fine and costs prescribed in § 265-35 of this article. Should the Borough incur the cost of bringing the property into compliance with the requirements of this article, these costs will be collected separately in the manner provided by law.
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and, in default of payment, to imprisonment for a term not to exceed 30 days. Each day that a violation continues shall constitute a separate offense.
