All garbage, rubbish and/or refuse originating within the Borough shall be disposed of by collection or removal of the same as provided for, from time to time, by the Borough of Ambridge or by collection or removal of the same by a licensed collector. Garbage may not be brought into the Borough for the purpose of disposal therein, except by those authorized to use the Borough's disposal system; nor may garbage be disposed of within the limits of the Borough by burning. Pending disposal as hereby authorized, garbage may be stored in covered containers only and in such limited quantities and for such limited period of time as shall ensure that no annoyance, nuisance or health hazard shall be created or maintained thereby. Except for such temporary storage as is hereby specifically authorized, no person shall keep, have, maintain, store upon or allow to exist in any manner whatsoever any garbage upon any lot or piece of ground within the limits of the Borough. Licensed garbage collectors shall meet the following additional conditions in conjunction with this section:
A. Dumpsters placed shall have the name, address and phone number of the licensed collector clearly printed on the container.
B. The dumpsters shall have lids which are capable of locking.
C. Dumpsters placed in alleys or public rights-of-way are to be marked with PennDOT-approved reflective tape.
