The administrative regulations set forth in N.J.A.C. 7:9A-1.1
et seq., as amended and supplemented, are hereby adopted by reference,
to be enforced by the Burlington County Health Department and/or the
Township Construction Official. Said code established and adopted
by this article is described and commonly known as "Standards for
Individual Subsurface Sewage Disposal Systems."
Individual sewage disposal systems shall not be placed in operation,
repaired or components replaced, nor shall new dwellings or buildings,
or additions thereto, be sold or occupied, which must rely on such
a system for sewage disposal, until the Burlington County Health Department
shall have issued a certificate indicating that said disposal system
is in compliance with the terms of the permit issued and the requirements
of the aforesaid code.
The contents of any septic tank, cesspool, privy or other receptacle
containing human excrement shall not be removed until a permit for
such removal has been obtained from the Burlington County Health Department.
It shall be the responsibility of the Burlington County Department
of Health and/or the Township Construction Official to enforce this
article.
Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable as provided in Chapter
1, Article
II, Penalties for Violations.

Pursuant to an agreement adopted May 26, 1969, by Ordinance
No. 1969-41, as amended and supplemented from time to time, the Township
of Eastampton authorized the Mount Holly Sewerage Authority (now known
as the Mount Holly Municipal Utilities Authority) to provide for the
treatment and disposal of sewerage originating in the municipality.
The Township hereby adopts by reference the "Mount Holly Municipal
Utilities Authority Rules and Regulations for Furnishing Sewerage
Authorities" as the standards for the construction of sewerage facilities
for realty improvements within the Township. Such standards shall
be construed to be part of this article. Copies of said standards
shall be on file with the Office of the Construction Official for
use and examination by the public.
No building permit for the construction of a realty improvement shall be issued by the Construction Official nor shall the construction of any realty improvement be begun until the Mount Holly Municipal Utilities Authority shall have certified that the proposed sewerage facilities for the proposed realty improvement are in compliance with the standards for the construction thereof as set forth in §
415-7 above. The term "realty improvement" shall mean any proposed new residence or other building the useful occupancy of which will require the installation of sewerage facilities, other than one which is to be served by an existing approved water supply and an existed approved sewerage system.
It shall be the responsibility of the Mount Holly Municipal
Utilities Authority and/or the Township Construction Official to enforce
this article.
