There is hereby established a Plan Commission of the Village ("Plan Commission"), consisting of seven members.
(A) 
Bylaws. The Plan Commission shall adopt its own bylaws for its own guidance and proceedings as may be expedient, but not in conflict with this article or this Code. Such bylaws shall contain the schedule of the Plan Commission's regular meetings, as well as the location thereof, which shall be within the corporate limits of the Village, except as may be modified by the bylaws of the Plan Commission. Robert's Rules of Order Revised shall govern the proceedings of all the meetings of the Plan Commission.
(B) 
Testimony. All testimony by witnesses at any hearing provided for in the Village Zoning Code shall be given under oath. The Chairperson or Acting Chairperson may administer oaths.[1]

The Plan Commission shall have the following powers and duties:
(A) 
To hear all applications for amendments to the Zoning Ordinance, special uses, and planned unit developments, and thereafter submit reports of findings and recommendations thereon to the Board of Trustees in the manner prescribed in the Zoning Ordinance (See Chapter 15 of this Code.);
(B) 
To initiate, direct and review, from time to time, studies of the provisions of the Zoning Ordinance and to make reports of its recommendations to the Board of Trustees not less frequently than once each year;
(C) 
To hear and decide all other matters upon which it is required to decide under the Zoning Ordinance;
(D) 
To hear all applications for approval of subdivisions, and thereafter submit reports of findings and recommendations thereon to the Board of Trustees in the manner prescribed in the Subdivision Ordinance (See Chapter 16 of this Code.); and
(E) 
To perform such other duties and exercise such other powers germane to the powers granted by the Board of Trustees and the statutes of the State of Illinois.
