(A) 
There is hereby established a Telecommunications Advisory Commission consisting of five members.
(B) 
Notwithstanding Section 3-1-2 of this Code, the term of each Commission member shall be six years.

The Commission shall have the following powers and duties:
(A) 
To study matters involving telecommunications technologies and regulations which affect the Village;
(B) 
To advise the corporate authorities on matters pertaining to telecommunications within the Village;
(C) 
To review proposals from telecommunications vendors, including, but not limited to, those proposals dealing with franchises and licenses, and report to the corporate authorities as to the substance of such proposals;
(D) 
To promote local access programming;
(E) 
To recommend to the corporate authorities any necessary changes to Village telecommunications ordinances;
(F) 
To study the issue of linking or interconnection of telecommunications systems and linking of such systems with other municipalities and recommend any findings on this subject to the corporate authorities;
(G) 
To suggest to the corporate authorities new ideas or approaches for the Village to employ in dealing with telecommunications issues; and
(H) 
To perform such other functions as may be requested by the corporate authorities.
