The Illinois Vehicle Code, 625 ILCS 5/1-100 et seq., as may be amended, is hereby adopted in its entirety by reference.
(A) 
It shall be unlawful for any person to drive any motor vehicle upon any Village public street or highway other than state and county highways, or as otherwise provided in this Code, at a maximum speed which is greater than 20 miles per hour.
(B) 
No person shall drive any vehicle upon any public street or highway of the Village at a speed which:
(1) 
Is greater than is reasonable and proper with regard to the traffic conditions and the use of the street or highway, or endangers the safety of any person or property; or
(2) 
Is greater than the applicable maximum speed limit established by this Section 7-1-2.
(C) 
The fact that the speed limit of a vehicle does not exceed the maximum speed limit does not relieve the driver from the duty to operate a motor vehicle in a manner which is reasonable and proper with regard to traffic conditions and the use of the street or highway, or which does not endanger the safety of any person or property, or to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazards exist with respect to pedestrians or other traffic or by reasons of weather or street or highway conditions; any speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the street or highway in compliance with legal requirements and the duty of all persons to use due care.
(D) 
Pursuant to Section 11-604 of the Illinois Vehicle Code, 625 ILCS 5/11-604, the speed limit along Pratt Avenue between Central Avenue on the west and McCormick Boulevard on the east is hereby set at a maximum of 30 miles per hour. Signs shall be posted setting that speed limit. This provision supersedes any and all other provisions which directly or by implication regulate the speed limit along Pratt Avenue within the area designated.
(E) 
Pursuant to Section 11-604 of the Illinois Vehicle Code, 625 ILCS 5/11-604, the speed along the Northeast Connector Parkway which includes portions of Lawndale Avenue, Central Park Avenue and the Northeast Parkway is hereby set at a maximum of 30 miles per hour.
(A) 
Whenever any vehicle shall have been parked in violation of any of the provisions of any ordinance of the Village or of any provision of 625 ILCS 5/11 prohibiting or restricting parking, the person in whose name such vehicle is registered shall be prima facie responsible for such violation and subject to the penalty therefor.
(B) 
Whenever any vehicle shall have been abandoned in violation of the provisions of any ordinance of the Village or of any provision of 625 ILCS 5/11 prohibiting abandoning of motor vehicles, the person in whose name such vehicle had been last registered shall be deemed prima facie responsible for said abandonment and subject to the penalty therefor.
