This chapter shall be known and may be cited as the "Traffic and Vehicle Law of the Incorporated Village of Mineola, New York" or the "Traffic Regulations of the Incorporated Village of Mineola, New York."
A. 
Purpose. The purpose of this chapter is to authorize the Board of Trustees to enact traffic regulations by resolution, thereby simplifying the procedure to enact such regulations.
B. 
Authorization to enact traffic regulations by resolution. Pursuant to Article 39, §§ 1640, 1640-a, 1641, 1643 and 1644, of the Vehicle and Traffic Law, the Board of Trustees is hereby authorized to enact traffic regulations by resolution for any and all of the purposes enumerated in said sections of the Vehicle and Traffic Law.
A. 
The words and phrases used in this chapter shall, for the purpose of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York shall have the meanings respectively ascribed to them for purposes of this chapter:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
Includes such days designated as public holidays as provided in § 24 of the General Construction Law.
OFFICIAL TIME STANDARD
The time standard which is in current use in this state whenever certain hours are named herein or on traffic control devices.
PARKING METER ZONE
A designated location upon or within which the parking of vehicles is regulated by parking meters.
PUBLIC PARKING LOT
A plot or parcel of land or building owned and/or leased by this Village, not including highways, upon or within which the parking of vehicles is regulated by signs and/or parking meters or other devices.
The Superintendent of Public Works shall install and maintain traffic control devices when and as required under the provisions of this chapter and traffic orders enacted by the Board of Trustees to make effective the provisions of this chapter and traffic orders and shall install and maintain such additional traffic control devices as the Board of Trustees may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to provisions of §§ 1682 and 1684 of that law.
Pursuant to the provisions of § 1603, Subdivision (a), of the Vehicle and Traffic Law, power is hereby delegated to the Mayor to exercise, by official order, rule or regulation, the following powers granted to the Board of Trustees in Article 39 of the Vehicle and Traffic Law, subject to the limitations imposed by §§ 1643 and 1684 of the Vehicle and Traffic Law and not inconsistent with any regulations heretofore or hereafter enacted:
A. 
Provide for the installation, operation, maintenance, policing and supervision of parking meters.
B. 
Provide for regulations for the use, maintenance, operation and establishment of fees for municipal parking lots.
