Village of Mineola, NY Parking, Standing and Stopping

§ 510-14 Applicability.

The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

§ 510-15 Parking during and after snowfall; commercial parking.

No owner or operator of a motor vehicle shall park the same unattended on any road, street, avenue or highway within the Incorporated Village of Mineola whenever two inches of snow or more falls. No vehicle shall be returned to the road, street, avenue or highway until the road, street, avenue or highway has been plowed by the local municipality.

No owner or operator of a commercial vehicle shall park the same unattended on any road, street, avenue or highway in the Incorporated Village of Mineola during the nighttime hours of 3:00 a.m. and 6:00 a.m.

No person shall park, stop or stand a vehicle at any time upon any street, alley, municipal parking facility or highway in any area where appropriate signs or markings have been placed indicating that parking, stopping or standing are prohibited or that the area is a no parking, no stopping or no standing zone, nor in any area where signs have been placed indicating that parking, stopping or standing are limited to a specific length of time for a period longer than specified upon such signs, nor in any area where signs have been placed indicating that parking, stopping or standing are prohibited during certain hours of the day or days or portions of days of the week, during hours or portions of days during the times when parking, stopping or standing are prohibited as directed on such signs.

§ 510-17 Municipal parking lots.

Pursuant to § 510-5 of this chapter, the Mayor may establish regulations for the use, maintenance and operation of municipal parking lots owned or operated by the Village of Mineola, hereinafter designated as follows:

(1)

Parking Field No. 1: located at the west side of Third Avenue and east of Winthrop Hospital.

(2)

Parking Field No. 2: located on Hopkins Avenue off Willis Avenue (rear of Mineola Glass).

(3)

Parking Field No. 3: located at the parking garage on Third Street, east of Mineola Boulevard.

(4)

Parking Field No. 4: located at the parking garage on First Street and Main Street.

(5)

Parking Field No. 5: located at the northeast corner of First Street and Third Avenue.

(6)

Parking Field No. 5A: located on Harrison Avenue.

(7)

Parking Field No. 5B: located on First Street.

(8)

Parking Field No. 6: located on Washington Avenue and Willis Avenue.

(9)

Parking Field No. 7: located at the north side of LIRR south of Field No. 1 (west side of Third Avenue and east of Winthrop Hospital).

Parking Field No. 7A: located at the north side of LIRR between Parking Field No. 7 and the railroad station house.

(11)

Parking Field No. 8: located at the southeast corner of Mineola Boulevard and Banbury Road.

(12)

Parking Field No. 9: located at the south side of Jericho Turnpike between Wardwell Road and Beebe Road.

Parking Field No. 21: located at the south side of Jericho Turnpike east of the Village Hall.

Parking Field No. 22: located at the northeast corner of Elm Place and Clinton Avenue.

Commuters' parking fields.

(1)

In any commuters' parking field or part of a parking field set aside and marked as a commuters' parking field, no person or persons shall enter, park or permit to remain standing, attended or unattended, any automobile or other vehicle unless such persons shall be residents of the Village of Mineola and shall have first obtained from the Village Clerk of the Village of Mineola a commuter parking permit.

(2)

Commuters' parking fields shall include but not be limited to the area located on the north side of 3rd Street, beginning 50 feet west of Main Street, between Main Street and Willis Avenue.

(3)

Fees for commuters' parking field licenses shall be in an amount determined from time to time by resolution of the Board of Trustees.

(4)

Any violation of this subsection shall result in a minimum fine of $50.

Parking Field No. 9.

(1)

Two-way traffic is permitted.

(2)

There is a ten-hour limit on parking of vehicles between 8:00 a.m. and 6:00 p.m.

(3)

No commercial vehicles are permitted.

Parking Field No. 14. Eight of 10 commuter parking spaces are changed to special parking permits in Field No. 14.

Commercial parking prohibited in Parking Field Nos. 17 and 21. No commercial parking shall be permitted in Parking Field Nos. 17 and 21.

This subsection authorizes the posting of "No Commercial Vehicle Parking" in Parking Field No. 6 (Washington & Willis).

Village Hall/Community Center west parking lot. Regulations shall be as follows: "Parking for Village business only. Limit two hours, Monday through Friday, 7:00 a.m. to 11:00 p.m."

§ 510-18 Handicapped parking.

Only vehicles being used for severely disabled persons, as defined by Vehicle and Traffic Law § 404-a, shall have the right to park in those parking spaces hereinafter designated.

Such handicapped person shall obtain a handicapped parking permit from the Village Clerk by providing proper medical certification, together with such other information as may be requested by the Village Clerk. Such permit must be displayed on the vehicle parked in any of the designated parking spaces.

Any vehicles displaying a special license plate or parking permit issued by a Police Department or other agency under the laws of the State of New York or by any other state, district or territory subject to the laws of the United States or a foreign country which displays such permit in the same manner as above stated shall be entitled to such parking.

The following parking spaces are hereby designated for handicapped parking:

(1)

In front of 140 Old Country Road, between Willis Avenue and Mineola Boulevard: two consecutive handicapped parking spaces.

(2)

In front of 222 Station Plaza North, between Mineola Boulevard and 3rd Avenue: two handicapped parking spaces.

(3)

LIRR Station, Station Plaza North, between Mineola Boulevard and 3rd Avenue: two handicapped parking spaces.

(4)

LIRR Station, Station Road, between 3rd Avenue and Mineola Boulevard: four handicapped parking spaces.

(5)

On the east side of Main Street, south of 3rd Street, between 3rd Street and Old Country Road: one handicapped parking space.

(6)

In front of 224 East Second Street, between Senate Place and the dead end of East Second Street: one handicapped parking space.

(7)

Liberty Avenue, rear of Mineola Pool, during pool season only, between Senate Place and the dead end of Liberty Avenue: four handicapped parking spaces.

(8)

In front of 11 Liberty Avenue, between Roslyn Road and Hampton Street: one handicapped parking space.

(9)

In front of 110 Willis Avenue, between Second Street and First Street: one handicapped parking space.

(10)

On Willis Avenue, 155 Garfield Avenue (Corpus Christi), between Garfield Avenue and Cleveland Avenue: two handicapped parking spaces.

(11)

On the north side of Jefferson Avenue, east of Willis Avenue, between Willis Avenue and Maple Place: two handicapped parking spaces.

(12)

On First Street, northwest corner of Main Street and northeast corner of Main Street: two handicapped parking spaces.

(13)

On the north side of Banbury Road, west of Willis Avenue, between Willis Avenue and Mineola Boulevard: two handicapped parking spaces.

(14)

On the west side of Marcellus Road between Jackson Avenue and Garfield Avenue in front of Mineola Memorial Library: one handicapped parking space.

(15)

In the rear of the auxiliary police building on Garfield Avenue between Walker Road and Saville Road: one handicapped parking space.

(16)

In front of 212 Andrews Road, between Garfield Avenue and Jackson Avenue: one handicapped parking space.

(17)

In front of 99 Arlington Avenue, between Columbus Parkway and Congress Avenue: one handicapped parking space.

(18)

In front of 25 Fairfield Avenue, between Roslyn Road and Denton Avenue: one handicapped parking space.

(19)

In front of 239 Mineola Boulevard, between Jackson Avenue and Jefferson Avenue: one handicapped parking space.

In front of 120 Horton Highway, between First Street and Garfield Avenue: one handicapped parking space.
