A Planning Board is hereby created. Said Planning Board shall
consist of five members appointed by the Board of Trustees in accordance
with the provisions of the Village Law, Article 7.
Upon failure of the Board of Trustees to appoint a Chairman,
the members of the Planning Board are to elect a Chairman.

A. The Planning Board shall have the power and authority to employ experts
and a staff and to pay for their services and such other expenses
as may be necessary and proper, not exceeding the appropriations that
may be made for such Board.
B. All applications for approval by the Planning Board shall be accompanied
by an application fee, the amount of which shall be established from
time to time by resolution of the Board of Trustees of the Village.
C. Subdividers of all proposed subdivisions shall pay the fees for all
professionals engaged by the Planning Board to advise it regarding
any such applications. The amount of said professional fees, which
shall be paid at the same time as the application fee for preliminary
plat approval, shall be set by a schedule of such professional fees
established from time to time by resolution of the Board of Trustees
of the Village.
D. In all subdivisions requiring or involving the construction of roads
or streets, the subdivider or developer shall pay and be responsible
for an inspection fee for inspection during construction; the amount
of said fee shall be established from time to time by resolution of
the Board of Trustees of the Village.
The Planning Board shall have and exercise the powers and duties
as follows:
A. To prepare and change a Master Plan for the development of the entire
area of the Village of Liverpool, to make investigations and reports
relating to the planning of the Village and its future growth and
affording adequate facilities for the housing, transportation, distribution,
comfort, convenience, safety, health and welfare of its population.
B. To review, approve or disapprove all plats showing lots, blocks or
sites, with or without streets or highways, within the Village of
Liverpool.
C. To review, approve or disapprove changes in the lines of existing
streets, highways or public areas shown on subdivision plats or maps
filed in the County Clerk's office.
D. To review, approve or disapprove the laying out of, closing off of
or abandonment of such streets, highways or public areas under and
subject to the provisions of the Village or Highway Laws.
E. Simultaneously with the approval of any such plat, to confirm and
make changes in the zoning regulations applicable to the land included
in any such plat, in accordance with the provisions of § 7-738
of the Village Law and amendments thereto.
F. All other powers conferred upon it by the provisions of the Village
Law and shall pass upon all matters which may be referred to it from
time to time by resolution of the Board of Trustees. It shall conduct
hearings and perform its duties in accordance with such procedure
as provided in §§ 7-724 through 7-736 of the Village
Law, and acts amendatory thereof.
G. To adopt, after public hearing by the Planning Board and approval
by the Board of Trustees, subdivision rules and regulations.
H. To review and approve or disapprove site plans and special permits as required by Chapter
380, Zoning, and perform such other duties required of the Board by such chapter.

The Village Clerk of the Village of Liverpool shall file with
the Clerk of the County of Onondaga a certificate, certifying that
the Planning Board of the Village of Liverpool has been authorized
to approve plats showing new streets or highways in accordance with
the provisions of § 7-732 as amended, of the Village Law.

A. The position of alternate member of the Village of Liverpool Planning
Board is established. There shall be two such alternate members.
B. The alternate members of the Planning Board shall be subject to all the provisions of Chapter
65 of the Code of the Village of Liverpool, said rules and regulations which empower and regulate the eligibility of any member of the Planning Board.
C. The alternate members shall serve in the absence, unavailability
or inability of a regular member of the Planning Board to serve. Copies
of notices shall be sent to all members, including the alternate members.
All alternate members are required to appear for all duly noticed
meetings. When a meeting of the Planning Board shall be duly noticed
and called for discussion, if it shall become apparent that a regular
member of the Planning Board will be unable to hear and deliberate
upon an application, then an alternate member of the Planning Board,
at the call of the Chairperson of said Board, shall be duly authorized
to hear said application, to deliberate and to vote with full force
and effect as if duly appointed a regular member of said Board.
D. All alternate members of the Planning Board of the Village of Liverpool
shall be appointed for the same term and in the same manner as regularly
appointed members of the Planning Board.
