When any vehicle is parked or abandoned on any highway within
the Village of Liverpool during a snowstorm, flood, fire or public
emergency or where any vehicle is found unattended on any highway
within this Village where said vehicle constitutes an obstruction
to traffic or where any vehicle is parked or abandoned on any highway
within this Village where stopping, standing or parking is prohibited,
said vehicle may be removed by the Village of Liverpool Police Department.
When any such vehicle is so removed, it shall be transported
to a suitable storage space or garage within the Village of Liverpool.
Record shall be made of the license number of the vehicle and the
location at which the vehicle is stored, and the owner thereof shall,
with due diligence, be notified by the police of the place where said
vehicle is located.

After removal of any vehicle as provided in this article or
any vehicle found in violation of any provision of this Code, the
Police Department of the Village of Liverpool may store such vehicle
in a suitable place at the expense of the owner. Such owner or person
in charge of the vehicle may redeem the same upon payment to the garage
owner of the amount of all expenses actually and necessarily incurred
in effecting such removal and storage. Such charges shall be at the
current rates applicable to private individuals within the general
community and shall be fixed by resolution of the Board of Trustees
not less frequently than annually at the organizational meeting of
said Board and upon recommendation of the Chief of Police and/or Police
Commissioner for the Village of Liverpool.
