Applicable Rates. Rates of contracting for the services of off-duty
police officers, administrative fees, and police vehicle charges are
established as follows:
1. Services for the Schools located within the City
of Englewood and Houses of Worship located in the City of Englewood:
$85.00 per hour, per law enforcement office (4 hours
minimum per day).
Should an officer work more than four hours, detail
will be billed to the hour or any part of.
No administrative fee and no vehicle fees are to
be charged by the City.
2. Services for all public and private utilities:
$85 per hour, per law enforcement officer (four
hours minimum per day). Should an officer work more than four hours,
detail will be billed to the hour or any part of.
3. Service for all other entities and persons:
$85 per hour, per law enforcement officer (four
hours minimum per day). Should an officer work more than four hours,
detail will be billed to the hour or any part of.
5. As per the Collective Bargaining Agreement, extra
duty assignments that last 6 1/2 (6.5) will incur an eight-hour
minimum, unless such a minimum will extend into an officer's
shift at which point it will be billed as actual time worked.
6. The City may choose to utilize a secondary service
to administrate and perform the above actions related to the off-duty
employment process.
These actions include but are not limited to:
- Communicating with said person or company to schedule
off-duty "jobs,"
- Scheduling the officers for the said jobs,
- Invoicing person, or company, and receiving escrow
and or payments from person or company in a manner set forth by the
secondary service provider.
The secondary service provider may charge an additional
fee for services that is above and in addition to the fee structure
stated above and may utilize business type collection rules as set
forth in the contract between the City and the secondary service provider.
The secondary service provider will reimburse the
City via ACH or other funds transfer methods, according to the fees
set forth above, due to the City and officer, in a timely manner,
usually coinciding with payroll periods for "jobs" that the officers
have performed or were scheduled for, in accordance with the rules
of employment between the City and person(s) or company seeking services.

- Whenever the nature, format, manner of collation, or volume
of discovery embodied in the form of printed matter to be copied is
such that the discovery cannot be reproduced by ordinary document
copying equipment in ordinary business size, or is such that it would
involve an extraordinary expenditure of time and effort to copy, the
department may charge, in addition to the actual copying costs, a
special service charge that shall be reasonable and shall be based
upon the actual direct costs of providing the copy or copies. This
shall only be done with approval of the Chief of Police or his designee.
- If the defendant requests an electronic record: (1) in a medium
or format not routinely used by the department; (2) not routinely
developed or maintained by the department; or (3) requiring a substantial
amount of manipulation or programming of information technology, the
department may charge, in addition to the actual cost of duplication,
a special charge that shall be reasonable and shall be based on (1)
the cost for any extensive use of information technology, or (2) the
labor cost of personnel providing the service that is actually incurred
by the department or attributable to the prosecutor for the programming,
clerical, and supervisory assistance required, or (3) both. Pursuant
to R. 7:7-1, the defendant shall have the opportunity to review and
object to the charge prior to it being incurred. This shall only be
done with approval of the Chief of Police or his designee.
