There is in city government a department to be known as the police department.
(a) 
The chief of police is the department head of the police department.
(b) 
The chief of police shall at least once each month make a detailed report to the city auditor of the moneys received by the police officers and the disposition of same.
(a) 
It shall be the duty of the police force to see that the police regulations and the by-laws, local laws and ordinances of the city are observed and to discover and report all violations thereof.
(b) 
The police force shall have such other duties as shall be prescribed by resolution, order, bylaws, local laws, or ordinances of the common council.
All fees received by members of the police department shall belong to and be the property of the city and shall be accounted for to the common council and paid over to the city clerk immediately upon receipt.
